Once again Tenbury Town Councillors expressed shock by the size of the winter Electricity bill for the Regal, when it was revealed tonight. The bill is in excess of £4,600 for three months (about £50 a day)
Why this has come as a surprise, is in itself a surprise. Since the massive bill last year that included winter 2009/10 heating, no remedial action has been taken. As far as I can see, no remedial action has even been discussed (at least not on the record).
The Town Council made the decision to install an Electric Boiler (a decision that was discussed and agreed entirely in Private sessions) following the ruling that the oil fired boiler (which had only been installed after the floods) was unsafe.

Is the Council taking action against whoever fitted the oil boiler in a way that did not meet the requirements?
I think the answer is no, but again this was discussed in Private.
I think they were prevailed upon to fit the Electric Boiler at a reduced labour cost.
The full details will remain a mystery.
Someone should make a Freedom of Information request: who put the oil boiler in, what did it cost, who put the electric boiler in, what did it cost.
Personally I think it's too late to spend much time analysing what went on before. Disclosure of the information will not assist going forward, and the majority of those involved have, or will soon be leaving the Council.
Far better, I believe, to put our full support (subject to the final recommendation) behind running the Regal as a "Not for Profit" trust, and encouraging as many members of the community as possible to be involved.
With enthusiastic support and professional oversight the Regal could be a major asset for Tenbury and not a money pit.
It has been revealed that the Electric Boiler was selected as the capital costs to install where 50% of the cost of a Gas Boiler.
No written instructions were provided by the installer, and the system has no thermostat or time clocks so has to be manually controlled. (Using the on/off switch) It seems that the whole Regal has to be heated in order for heating to be available in the Community Centre.
The new Town Clerk has devised a way that the heating costs can be minimised for the remaining few months before the renovation starts.
