Tenbury Tesco - New Plan Validated

Revised Post 21/7/11


It seems that MHDC have not validated the new Tenbury Tesco application.  Usually when copies arrive in Town they are validated, but I'm informed by a BBC journalist that Malvern hope to get the plan validated this week.


A copy is available to view in the Town Council's office and at library.


The documents will become available on-line on the MHDC planning site in the next few days.

If it involves the demolishing of Tenbury's historic old infirmary building then it'll be a non-starter for hundreds of locals in the Tenbury area.

The building is within the Tenbury conservation area and will need conservation area consent to even change the letterbox. Hundreds locally lodged planning objections to it being demolished last time [and helped get the last Tesco plan rejected at planning] and we aim to top those numbers this time around.

One of Tesco's selling points for the new site: "A contemporary and environmentally-friendly store that includes sustainable timber and glass panels to optimise light".
Tokenism This is tokenism, we propose a much rounder sustainable solution to the CM site in PLAN B. If their new plan were truly an environmentally-friendly building it would include a much broader range of available technologies. Where are the arrays of solar PV panels? Where are the heat exchangers? And where is the reference to ground source heat pumps for cheap heating in the winter? Don't be taken in - these bits of windows and wood are all tinkering at the edges & then smeared with a good layer of Tesco spin.

PLAN B Instead why not support a much more sustainable concept in our PLAN B. We suggest a range of tried and tested renewable technologies in conjunction with a re-use of the infirmary building and the new courtyards.

I would be interested to hear that Tenbury Futures have made contact with the site owner and have secured the purchase of the site and have sufficient funds to develop the site and a business plan to support the running & maintenance of the development and pay any interest or dividends on the money raised. Of course this may have all been revealed at their "closed" meeting last night. Or perhaps it was closed as it was only the TesNo group meeting under a new name.

Not so secretive Ian (which one - I'm confused as well) couldn't you keep it simple and be Ian 1 and Ian 2 - easy... it seems to me you know all about Rugby Fan and his family so no secret there. I am sure if some of the information "secretly" held by WR15 was published there would be consequences but
WR15 by insinuating you have these "secrets" you are no different.

In my opinion - it sounds to me you just have the opportunity at being the smug guy who knows everything and no-one else does. Haw haw haw. I know you won't publish this but you will get the message so I will be happy with that and incidentally I am not a member of RugbyFans family or wider family whatever that means.

As far as I am aware there are only two people with the first name of Ian who contribute to this blog. One "Ian" is @WR15 who has NEVER (as far as I know) used his first name on the blog. The other "Ian" is me who ALWAYS uses that name and no other. So, whenever you see the name "Ian" it's me and NOT @WR15.

Whatever plans TESCO put forward does not change the facts.

1)Folk will shop their as they have the might to out price others
2)Existing local shops will decline as folk spend at TESCO rathr than with the traditional stores in the town
3)With local stores gone what is there to replce them.
Put simply TESCO will alter the look, feel and quality of Tenbury for ever.

If Tenbury Futures are bullies, what on earth do some folk think the big supermarkets (of which TESCO is one) are. Maybe instead of throwing their toys out of their prams some people need to get real, understand what's going on around them, understand the changes to their environment that TESCO would bring and seek better ways to promote their town.

Secret meetings....they sound wonderful......have Tesco discussed the "New" plan with any one prior to submitting this revised version? How did an "Artists impression" get published on this web site before the plan was public?.....Are there "unbias" memebers of our community talking to Tesco...god forbid!

Tenbury Futures have been having regular group meetings involving some of the many individuals who indicated they would be interested in an alternate solution to the CM site on the recent Community Questionnaire.

These individuals are drawn from many local residents in the area as well as interested highstreet traders, Chamber of Trade members and interested representatives of other local groups such as the British Legion etc.

These have been group meetings discussing our own personal perspectives on both the emerging Tesco scenario as well as the logistics of carrying-out the stages of our PLAN B and other proactive ideas we have.

We are not a formally set up group, we have no formal members, constitution or steering committee. We are merely a cross section of individuals from the local community who have come together and who want a sustainable, community-based solution for the CM site that would both bring [real] local jobs [as opposed to a large proportion of short term contract roles in a supermarket solution] while boosting Tenbury's tourist draw and enhancing the public realm space for all at the Teme Bridge end of the town.

Far from the perspective that some commenters are trying to suggest - we have no 'secrets'. In fact much if not all of the conclusions of our discussions to date have been covered as blog posts or discussion comments on the Futures blog. Additionally our proactive thinking to date after collective discussion has been detailed in our publicly-available PLAN B document.

I don't know the answer to that, but I do know there is a Tenbury Futures presentation at the Town Council meeting on Monday August 8th because WR15 said so.

I cannot for the life of me understand how the Highway Agency (or whoever is responsible for traffic matters) could not have pointed out to Tesco in the beginning that countless vehicles entering and exiting their site would create total traffic chaos in Teme Street!!!!!All the other issues raised about design etc are irrelevant compared to the horrendous congestion that would be caused by a constant flow of vehicles attempting to exit Tesco all day and cross the river via the bridge. Heaven knows it's bad enough as it is with the curvature of the bridge making it impossible for lorries and cars to pass one another from opposite directions. I think the statement by the Highway Authority that "at the present time the bridge can accomodate the traffic associated with this development" has caused confusion. When I asked them how they could have been so irresponsible they indicated that they were referring to the bridge's INFRASTRUCTURE and its ability to cope with the extra WEIGHT of traffic and not the traffic FLOW. So who in God's name then told Tesco that an already chaotic spot in the town could cope with all the extra cars, vans and delivery lorries that their development would introduce. Would someone who supports this mind-bogglingly idiotic scheme PLEASE tell us all how they would overcome this problem. And PLEASE.....DON'T EVEN THINK OF SUGGESTING TRAFFIC LIGHTS!!

I believe three sets of traffic engineers (or whatever they are called) looked at the data and concluded that there isn't a problem.

I believe the data was wrong. The surveys were not carried out at peak Tenbury traffic flow times. (they may be peak times elsewhere eg Saturday pm, but not here) I pressed Tesco to redo them. I've not yet studied the latest application, so don't know if they did.

Missing documents have apparently led to the delay of the validation.....The mind boggles which one it could be..

...could it be the one with a realistic traffic survey?

Could it be the one justifying the knocking down of the Old Infirmary?

Maybe it is the one for the signage that is clearly missing from the artists impression....

Or could it be something more sinister - arriving in a brown envelope...

I'd assume they were organisations in town and he was invited by a member of one of them.

If such an answer is acceptable from the futures group which purport to represent the town it should more than suffice for any private organisations possibly looking after their own concerns.

Ian (@WR15) and Ian NOT WR15 (so you say) were intent on knowing what organisation Tenbury Futures purported to be - now the same type of question is asked and Ian (@WR15) is defensive, hasn't named the "organisation" or it's "elected members". If the organisation he claims to have been invited by is a legitimate organisation with elected members and officers what is the secret in naming such an organisation and the elected members and officers? Many people on this blog wanted to know the answer in the reverse so now what is the difference?

So from your response that you were invited by one of these "organisations" (which are the only two you know for sure) you were present because you were asked to give your opinion on trees shrubs and surfaces, which means you must therefore have an interest in the development coming because it will provide you with work? Or am I over assuming? Now I for one understand why you are so for a new development - because you have an interest. This means you are unable to be unbiased in your opinions - aren't you?

Its purpose was to highlight the futility of a perceived conspiracy when everyone is posting as 'Anon', how can one Anon suggest another Anons posting is as usual when neither Anon knows the other Anon??

The point stands, The futures groups purport to represent the town and its residents, and whilst they are entitled to their anonymity it does raise a concern for me which I have raised in another of @WR15's blog posts, it received no response there so I shall not labour the point here, the difference is quite large as @WR15 appears to speak for himself and no one else, what meetings he attends are his business..

Have you tried contacting the Futures group via the Tenbury Futures Web site?

The pursuit of the identity of the personnel involved in the Tenbury Futures campaign is clearly pointless (though for an organisation that claims it isn’t one, and which eschews any structure or officers, it seems pretty well organised!) But perhaps you need to know little more than the fact that if you play at becoming an amateur architect/planner for an hour or so your efforts are to be returned to either Spar, The Little Sweet Shop or Bowketts. Ask yourself: are the people involved in any of these businesses ever likely to be remotely open minded about the development of the site?

I suppose I ought to give some substance to my previous post: according to a 2006 report from the Department of Civil and Environmental Engineering at Imperial College London the average cost in 2003 of a single carriageway bypass was £2.13m per kilometer. Given that costs have increased something like 23% since 2003 how on earth do Tenbury Fantasists (aka Futures) imagine that you can construct approximately 0.25km of road (c £500k at 2003 prices) AND a bridge for (they suggest) less that the cost of the new bridge at Bridge Sollers (which was £1.25m). Plain crackers.

Well, if Tesco do get planning consent their store it will probably be open before the end of 2012. I can't see a new bypass and bridge even complete the planning stage by then, let alone have identified funding. In other words, if/when the Tesco store is opened the bridge idea is a dead duck.

I have no idea why a copy isn't online unless perhaps the person responsible is on holiday.

I went to the library yesterday and asked to view the plans but was told they had't been validated, therefore were not available. I questioned the recent letter dated 9 August stating there were 3 weeks to respond to which the council chap said ignore that, there will be longer to respond......!! This is not a "standard" application, so why issue a standard letter which is factually incorrect?

Validated plans delivered to the library today. The duty planner confirmed that there would be longer than 3 weeks to submit letters for or against......
